Every sales-tax registered business in Pakistan is now required to issue invoices through FBR's digital invoicing system — the last phase ended 31 December 2025, and enforcement started in 2026. Enforcement has started — this is not optional
Under SRO 69(I)/2025 (Chapter XIV, Sales Tax Rules) all registered persons — corporate and non-corporate — had to integrate in phases ending 31 December 2025 (SRO 1852(I)/2025). No blanket extension came in 2026. Instead: penalty proceedings from January 2026, and Finance Act 2026 powers to fine, blacklist, and seal non-integrated businesses from July 2026.
The silver lining: Section 64D gives you a 10% tax credit on what you spend integrating — hardware and software included.

The procedure — what actually happens
This is the official FBR onboarding path. You sign in twice and approve things; we do everything in between.
Your business enrolls for Digital Invoicing on FBR's IRIS portal, selects PRAL as licensed integrator (free by law), and registers us as your system provider. Server IPs whitelisted.
Your items get HS codes, units of measure, tax rate IDs, and FBR scenario IDs mapped the way the validator expects — the step most DIY attempts fail.
FBR requires passing scenario-based tests in the sandbox before production access. We run your real invoice types until every scenario clears.
Sandbox cleared, your 5-year production security token is issued and the integration goes live.
Every invoice now carries its FBR invoice number and QR code. We handle rejections and the 72-hour correction window with you, and train your team.

No — the Tier-1 retailer POS regime came first and still applies to large retailers. Digital invoicing under SRO 69(I)/2025 is broader: it covers sales-tax-registered businesses generally, B2B invoices included. Many businesses now need both. We handle either.
No. If your current ERP or POS works for you, we integrate it directly with FBR. Replacing software is only worth it if the current system is already failing you — we'll tell you honestly which case you're in.
FBR's rules allow invoices issued during an outage to be uploaded within 24 hours of service being restored, and corrections are only possible within 72 hours under STGO 01/2026 — after that it needs Commissioner approval. In practice rejections are almost always an HS code or unit-of-measure mapping problem, which we fix once and it stops recurring. On a support retainer we watch your filings and deal with rejections inside the correction window. Your billing never has to stop — the invoice is raised, and the filing follows.
We're your software provider and technical team — the integration itself runs through PRAL, FBR's own licensed integrator, which is free of charge by law. That means no per-invoice fees on the government side (commercial licensed integrators are reported to charge in the region of Rs 10 per invoice — the PRAL route avoids that entirely). Our fee is for the engineering: connecting your software, passing sandbox testing, and supporting you after go-live — fixed, quoted in writing.
Yes — Section 64D of the Income Tax Ordinance (Finance Act 2026) gives a 10% tax credit on what you spend to integrate, covering hardware, software, and implementation. Keep the invoices we issue you; your tax consultant claims it in the year of installation.
A standard ERP/POS integration typically runs 2–4 weeks including sandbox testing. VectorERP customers are FBR-live from day one of go-live.
